Sākotnējo grozījumu piedāvājumu iesniedza opozīcijas deputāti Kaspars Ģirģens (R), Ēriks Pucens (R), Ramona Petraviča, Ļubova Švecova un Māris Možvillo (PCL).
Kriminālatbildību plānots noteikt arī par transportlīdzekļa vadīšanu vai mācīšanu to vadīt, atrodoties narkotisko, psihotropo, toksisko vai citu apreibinošo vielu ietekmē. Šajā gadījumā netiek paredzēts noteikt šo vielu daudzumu vai ietekmes pakāpi, atzīmēts likumprojekta anotācijā.
Plānots, ka par minēto pārkāpumu piemēros brīvības atņemšanu uz laiku līdz vienam gadam, īslaicīgu brīvības atņemšanu, probācijas uzraudzību, sabiedrisko darbu vai naudas sodu, atņemot transportlīdzekļa vadīšanas tiesības uz pieciem gadiem.
Pašlaik atbilstoši Ceļu satiksmes likumam par transportlīdzekļa vadīšanu reibumā, kas pārsniedz 1,5 promiles, piemēro naudas sodu un atņem transportlīdzekļu vadīšanas tiesības uz pieciem gadiem. Savukārt kriminālatbildība par transportlīdzekļa vadīšanu, ja vadītājs atrodas alkohola vai citu apreibinošu vielu ietekmē, ir paredzēta transportlīdzekļa vadītājiem, kuriem nav transportlīdzekļa vadīšanas tiesību.

Pašlaik kriminālsods par to paredzēts transportlīdzekļa vadītājiem, kuriem nav transportlīdzekļa vadīšanas tiesību.
Lai likumu grozījumi stātos spēkā, tie vēl trīs lasījumos būs jāatbalsta parlamentam.
